I am tired of people throwing their ciggaret butts out their car windows. Most hiways have signs posted fines of $100 - $500. If the city wants to raise money, they should just start fining all the smokers who don't use their ashtrays.
A more effective way would be to follow the pop bottle deposit idea. Under this new law each ciggaret sold in Nebraska would cost $0.05 more and you could get that 5 cents back when you turn in the used butt. Thus they aren't costing more than they do now as long as you turn in your deposit. I don't remember my parents complaining about pop bottle or milk jug deposits. It was just the way things were. This deposit would work even on butts currently lying in the street. Even if the smokers don't care about throwing 5 cents out the window, some kid or homeless person could go around collecting nickels, thus cleaning up the city.
